Bulgaria - the big questionmark on the EU map

Yesterday the expected monitoring report of the EU Comission was announced. No surprises. Bulgaria is performing very bad in 6 areas:

=> setting up a proper integrated administration and control system in agriculture – agricultural payments represent a significant part of the EU budget. Any member state must guarantee the proper spending of such funds. Any shortcoming in this respect may delay the disbursement of funds or give rise to correction or recovery of the EU taxpayers money;
=> building-up of rendering collection and treatment facilities in line with EU acquis on TSE and animal by-products – food safety is a main concern for all EU citizens, food products must fully respect all EU requirements;
=> tangible results in investigating and prosecuting organised crime networks - the existence of organised crime puts into question the rule of law in Bulgaria, it affects directly all citizens and their basic rights;
=> more efficient and systematic implementation of laws for the fight against fraud and corruption – corruption undermines public and business confidence in Bulgaria. It represents ongoing risks of fraud against the EU budget and funds, indirectly it has consequences on current EU taxpayers, it also hampers the economic development of Bulgaria by deteriorating the business climate;
=> intensified enforcement of anti-money laundering provisions – money laundering is a financial crime, linked to terrorist activities, tax evasion or false accounting. The fight of such a criminal activity is key for the security and financial interest of all Bulgarian and EU citizens;
=>strengthened financial control over structural and cohesion funds - it is in the direct interest of all Bulgarian citizens to fully benefit from EU funds, in particular for important infrastructural projects, so as to allow Bulgaria to catch up with other Member States and to become fully integrated in the EU

OK, we've made a progress. But yet some of the most cruical problems remain. Like crime networks, corruption and money laundering, and financial controll over the stuctural&cohesion funds. Areas which, in my opinion, need a serious "touch".

We have several months until next review of our performance. Several months to show improvement in these areas. Otherwise - no EU membership in 2007.

I really don't consider the European Union as the entity which should be the "destiny", the ultimate goal of Bulgaria as a state. Like every huge entity comprised of diverse states, they have huge problems. And who knows what future may bring? Probably EU doesn't have long future at all?

Nevertheless, unfortunately, I should admit that probably there's no other option for Bulgaria except being EU member in order to progress. And to get out of the morass we've sank into by ourselves. You see, there's a huge apathy for national walfare, there's only interest for individual welfare. And this is the destructive factor which leads us to the deepest waters.

So without the "push" of the EU institutions, God only knows what could have happened to us till now. And, moreover, what could happen to us in FUTURE. We just need to be dependent on a "Great power" - in this case - be part of it, but yet accomplishing the needed requirements.

That's Bulgaria, unfortunately. We don't do something good just for ourselves. People always blame the Great Powers for their misery. But the problem is within ourselves. We just don't stress on our interests and don't work for welfare of Bulgaria because we want it, but because someone else tells us so. Because we're egoistic nation, that's what we are. Nothing more, nothing less.

Those who could change something - they surrendered to the system - either emigrated, or became part of the system. That's the brutal truth. Hopefully EU will push us make some improvements the hard way. And these people come back. Otherwise... how do you see Bulgaria in 2050?

Since I am Bulgarian I can't hide my disappointment and frustration from the curren situation. I am pretty sure that there is certain group of very powerful people who are hardworking against our not so certain future in the EU.
I wonder how can one explain to me how those ostensiable murders accur excatly before there is a key monitoring report? Think in that direction.
There is no need for "pushing" us as you previously said. Have you considered the possibility that's what we are? That we have reached the peak of our not only economic but financial and social knowledge? My answer is that we are not ready to join the EU and with pain im our hearts we all must admit that Romania did better than us.
I am sure that we all have someone to throw the blame on. I personally as a democrat hate our government at the moment and I think that they are not capable of doing the work that the EU demands from us.
Tsvety although you don't think that our "destiny" is the eu. I think that it's the only one for us. In order to rebuild our country a lot of money will be needed and the only available source at this time is the EU. It's simple as that. Talking about rebuilding have you thought about the future aspects of you economy in which we have to focus on? I will share with you my opinion. We are an agricultural country. During the cold war Russia spent a lot of money on us trying to prove that we can be industrial state. During this period It had worked. Mainly because of the cheap raw materials imported from Russia without any transport costs. Todor Jivkov resigned and that't the point where our economy morphed from Planned economy to Market economy. The inflow of basicly free raw materials ended and our industry died.
The future is toursim and farming. Both industies are working in a very low net profit margins which will add little value to our economy. :(

Good comments to speculate on. :)
I'm frustrated of the current situation as well. Not only you're right about the "coincdence" of the murder with the report, but I strongly believe that our appearance in front of EU citizens is shown only from one side - as nation comprised of criminals, prostitutes, corrupted politicians, etc... We all know it's not only that, but that's what is shown in their media. Our colleague Ina told me about an article in The Times exactly on this topic - that Bulgarians are corrupted criminals...
Anyway, I meant that people believe EU is the "curing pill" for all our problems. And they don;t realize that all the things we have to do now in order to fullfil criteria are actually steps for improvement of Bulgaria and they shouldn't be considered only as something which the "bad guys from EU" demand from us in order to let us in their yard. That's what frustrates me the most.
If I comment on the government...well, I'll keep it for myself. What I'll tell you is that I don't symphatize to any party, I only support ideas, and ideas for free market, freedom of speech and freedom of decisions. That state should interfere in economy only to ensure that the basic things required for flourishing economy are running smoothly. Nothing more. But probably you've understood what my opinion about the current government is.
I don't want to accept that we are an agricultural country, it's just a feeling, but I guess you're right. About tourism - yes, it should work, but now it doesn't. And you know what - I was very HAPPY to hear the complaints and comments of hotel owners on the Black Sea - that the business is not doing well. Finally they'll probably understand the huge mistake they've made by building more capacity than the demand...and adding lowering quality due to overbuilding, the picture becomes even worse.
I think our future is only not high quantity, bt high quality - in anything. We're a too small country & nation to compete by mass production. Only unique products and services with high added value can get us out of the morass. Hopefully more and more people understand that :)

Thank you for your fast and smart replay on the topic. You are right that we must leave politics asiede it's not our business we are Economists. Our primary goal is to give solutions which will help the well-being of our nation. As you have most probably noticed most of the people on streets in the busses are failure and the sad thing is that it's not their mistake they are function of what life have made of them and especially the pass by from Planned economy to Free markets which is very difficult for let's saay 1/4 of the people to fit in. No one can explain to them why the STATE is not taking care of them anymore and It's because they lived in time of socialism where the free markets and capitalism were treated az a sect.
A few weeks ago I talked with a friend and he told me someting very interesting about the reach peaople. Through out the socialism era the capitalist, the reach men with money was the bad and the stupid. This has somehow plunged in to older people's mind. And when they go to work for let's say a hotel owner on the see side he or she is not intrested in working hard to get paid even more, they are just hating their boss, and not helping him ganerating more profit to the hotel.
So my answer when things will get better is:
When the new generation of young, smart and highly motivated people rule this country. It's impossible to apply the principles of free markets in economy where people are still thinking that the state have to pay their salary.
Live is what you make it. The sky is the limit. It's all up to us now!

Sensible connections between the things I said - cool :-D Really, the old generation has this mindset. What bothers me is that young people you're talking about, well, not all of them, but a majority perhaps, are influenced a lot by the older generation mindset. We need people who can make a change to make it around themselves. Otherwise it's a closed circle. :(

So it's up to us :) I really like this expression :-D
